Page 2NCD greatly believes that effective communication is essential in all of the phases of emergency management --- preparedness, response, recovery, and mitigation --- especially to people with disabilities.
For the most part, NCD is interested in scrutinizing the quality of communication before, during, and after emergency situations for people with sensory disabilities(deaf, hard of hearing, blind, low-vision, deaf-blind, and speech disabilities) as well as people with intellectual, developmental, and psychiatric disabilities.
The end goal of this study is to educate emergency planners and state and local officials regarding the provision of effective communication strategies to all people with disabilities before, during, and after emergencies.
The National Council on Disability is willing to administer a funding amount of $50,000 to support the initiatives of the Effective Communication for People with Disabilities: Before, During, and After Emergencies Grant Program.
