Meanwhile, the National Energy Technology Laboratory, more commonly known as the NETL, is a science, technology, and energy laboratory owned and operated by the DOE.

It consolidates and oversees quite a number programs and initiatives including the Solar Energy Evolution and Diffusion Studies (SEEDS) which is specifically designed to support the development of a diversity of analytical, numerical, and computational tools and methods; implementation of pilot test strategies for modifying current business and policy practices; and assessment of pilot tests outcomes for impact and scalability.
