The Health Resources and Services Administration (HRSA), an agency operating within the Department of Health and Human Services, is the federal government's leading agency responsible for improving access to health care services for citizens who are uninsured, isolated or medically vulnerable.

The HRSA also been constantly working towards programs that prepare against bioterrorism, compensate individuals harmed by vaccination and maintains up to date databases that protect against health care malpractice and health care waste, fraud and abuse.

In keeping with the many health-related efforts of the HRSA, the agency has recently established a funding opportunity to support Part B of the HIV Care Grant Program which is designed to develop or improve the people's access to a comprehensive continuum of high-quality, community-based care for low-income patients diagnosed with HIV.

The HIV Care Grant Program Part B also hopes to, in accordance with the goals of the HIV/AIDS Strategy, increase access to care and treatment services and optimizing health outcomes, and reduce HIV-related health disparities.

As described in the program, a comprehensive HIV continuum of care includes:

a) outpatient and ambulatory health services

b) AIDS Drug Assistance Program (ADAP) treatments

c) AIDS pharmaceutical assistance (local)

d) oral health care
