With each of the current reserves serving its own biological purposes, in terms of ecology, economics, aesthetics, and recreation, the NOAA finds it sustain the reserves effectiveness by by expanding their boundaries through the acquisition of strategically planned land areas, or further development of current reserve facilities, all geared towards the meeting the reserve's demand for research, monitoring and program objectives.

NOAA encourages eligible applicants to submit applications electronically through the Grants.gov website. Deadline of submission will be on December 2, 2011.
Eligible applicants are those coming from National Estuarine Research Reserve lead state agencies or universities on coastal states.

Some of the previous projects funded under the NERR program included acquisition of lands to be included in reserves, the process of site selection and the development of management plan, construction projects, operation of the reserves, and finally, resource stewardship, research and educational activities.
