The Health Resources and Services Administration, also known as HRSA, is an agency operating within the United States Department of Health and Human Services that is primarily responsible for improving the public's access to quality health care services, especially for those who are uninsured, isolated, and medically challenged.

The goal of the HRSA is to improve future health outcomes, enhance the quality of health care in the country, improve access to health care services, eradicate health disparities, improve the overall services provided by public health and non-public health care systems, hone the ability of the health care system to appropriately respond to health care emergencies, and attain excellence in health care managament practices.

Keeping this goal in mind, the Health Resources and Services Administration has recently established the Rural Policy Analysis Program, wherein it intends to solicit applications that support the research and analysis of respective policy affecting rural communities, so as to inform policy makers.

The scope of the program is national in nature and it focuses on cross-cutting rural health and human services concerns in an attempt to determine health challenges and existing trends.

The Health Resources and Services Administration has outlined that the funded projects should greatly focus on the following areas of concern:

1) The process of facilitating public conversations regarding essential rural policy issues by way of tracking emerging rural health and human services policy issues and summarizing them in a way that will enable easy comprehension by rural community leaders, putting emphasis on rural health care providers and systems.
