The grants and the initiatives of the HRSA are all especially designed to contribute to the attainment of its primary agency mission which is to "improve health and achieve health equity through access to quality services, a skilled health workforce and innovative programs."

Essentially, the goal of the program is to be able to financially support the establishment and development of Telehealth Resource Centers (TRCs).
The Telehealth Resource Centers will be designed to provide technical assistance to health care organizations, health care networks, and several other groups of health care providers during the process of implementing cost-effective telehealth programs that would serve medically underserved communities and populations.
