The United States Geological Survey, also more commonly referred to as USGS, is an independent scientific agency of the United States government that is generally in-charge of studying the country's landscape, its natural resources, and especially the hazards that threaten it.

The mission of the USGS is to "serve the Nation by providing reliable scientific information to describe and understand the Earth; minimize loss of life and property from natural disasters; manage water, biological, energy, and mineral resources; and enhance and protect our quality of life."
In line with this mission, the United States Geological Survey has recently constituted the Water Resources Research National Competitive Grants Program wherein they intend to focus on water problems and issues of a regional or interstate nature beyond those that only concern a single state.
The Water Resources Research National Competitive Grants Program also seeks to achieve the following specific objectives:
a) Conduct research studies on significant national and regional water resources issues by forming partnerships with university scientists
b) Promote the dissemination, implementation, and application of the results of the research studies that are funded under this program
c) Provide assistance to scientists in relevant water resource fields.
The proposals that will be considered for funding are those that aim to enhance the nation's water supply, as well as address certain areas of inquiry such as:
a) Evaluation of innovative approaches to water infrastructure design, manufacture, installation, retrofitting, maintenance, and replacement.
b) Creation and evaluation of early drought warning systems.
