The Bureau of Educational and Cultural Affairs, otherwise referred to as ECA, is an agency operating within the United States Department of State that is primarily responsible for encouraging and developing mutual understanding between the people of the United States and the people from all over the world.

The ECA makes it its mission to run programs that would give various educational opportunities to young students, educators, artists, athletes from more than 160 countries all over the world.
The Bureau of Educational and Cultural Affairs has established the Youth Leadership Program with Algeria which allows them to bring in young and adult Algerian students to the United States have them undergo a four-week exchange program.
In this regard, the ECA is inviting proposals from eligible private and public non profit organizations who are expressing the desire to host the exchange program, including the recruitment, screening, and selection of American participants who will be sent to Algeria as stipulated in the Youth Leadership Program guidelines.
The United States Embassy that is located in Algeria will be the one to select the Algerian participants who will be coming to the United States.
The four-week US-based exchanged program which will be in summer of 2012, will focus mostly on civic education, youth leadership development, respect for diversity, community engagement, and local Algerian community service projects.
